Operating Model Transition Lead

Global Information & Cyber Security Operating Model Transformation

Engagement: Long-term transformation assignment delivered through successive Statements of Work (SOWs), typically contracted in 6-month increments.

Location: Group HQ (Hybrid, France) - Issy les Moulineaux

Travel: Potential travel to offshore, nearshore, and regional locations as required.

Reports to: Group CISO

Languages: English (mandatory), French (desirable)

Start Date: As soon as available

Background

A new Global Information & Cyber Security Target Operating Model has been defined and approved. The organisation is now entering the implementation phase and requires a dedicated Transition Lead to drive the transformation from design into execution.

This role focuses on organisational transition, operating model deployment, service adoption, workforce transformation, and the establishment of offshore and nearshore delivery capabilities. The successful candidate will help turn an approved target state into a functioning organisation by bringing structure, momentum, and execution discipline to a transformation programme that is still evolving.

This is a delivery-focused role rather than a strategic advisory position. We are seeking a hands-on transformation practitioner who can take ownership, navigate ambiguity, and drive outcomes with limited direction.

Scope of the Assignment

The consultant will be responsible for planning, coordinating, and executing the activities required to implement the new operating model.

Operating Model Deployment

  • Develop and maintain the overall transition roadmap.

  • Coordinate implementation activities across multiple workstreams.

  • Ensure alignment between organisational design, service delivery, workforce planning, and recruitment activities.

  • Drive adoption of the new operating model across global and regional teams.

  • Establish governance, reporting, and performance management mechanisms supporting the target operating model.

Service Catalogue & Service Management

  • Define, refine, and operationalise the Cyber Security service catalogue.

  • Support service ownership, service governance, and service management processes.

  • Develop sizing and demand-management approaches to support workforce planning and capacity management.

  • Promote adoption of standardised services across the organisation.

  • Support the transition of services into the target operating model.

Workforce Transition & Organisational Change

  • Support organisational redesign and workforce transition activities.

  • Perform role mapping between current and target-state organisations.

  • Coordinate workforce transition planning in partnership with HR and business stakeholders.

  • Support stakeholder engagement, communication, and change management activities.

  • Assist in driving adoption of new ways of working across global teams.

Shared Services, Offshoring & Transition Management

  • Support the establishment and onboarding of offshore and nearshore delivery hubs.

  • Coordinate service migrations and transition activities.

  • Define operating procedures, governance mechanisms, and collaboration models between global, regional, and hub teams.

  • Monitor transition progress and proactively remove delivery obstacles.

  • Ensure successful integration of offshore and nearshore resources into operational teams.

Recruitment & Organisation Build

  • Develop job descriptions and role profiles for the target organisation.

  • Support candidate screening, interviews, and recruitment activities.

  • Coordinate hiring plans across global, regional, and hub locations.

  • Track workforce build-up against approved staffing plans.

  • Support onboarding and integration of new hires.

Programme Governance

  • Maintain programme plans, milestones, dependencies, risks, and issues.

  • Support budget tracking and business case management.

  • Coordinate with HR, Procurement, Legal, Finance, and external suppliers.

  • Produce concise executive-level reporting and status communications.

  • Escalate risks and decision points appropriately while maintaining delivery momentum.

Required Experience

The consultant should demonstrate a strong track record across several of the following areas:

  • Business transformation programmes.

  • Operating model implementation.

  • Organisational change and workforce transitions.

  • Shared Services or Global Business Services (GBS) environments.

  • Service management and service catalogue implementation.

  • Transition, migration, outsourcing, or offshoring programmes.

  • Consulting-led transformation delivery.

  • Establishment or expansion of offshore and nearshore delivery capabilities.

  • Workforce planning, organisational design, and operating model deployment.

  • Programme management and governance.

Experience may have been gained within Cyber Security, Technology, Shared Services, IT Operations, Digital Transformation, or broader business transformation functions.

Required Competencies

Essential

  • Strong transformation and change delivery experience.

  • Ability to operate effectively in an evolving and relatively immature environment.

  • Proven capability to create structure, plans, governance, and processes where little currently exists.

  • Strong stakeholder management skills across executive, operational, HR, and vendor communities.

  • Excellent communication, facilitation, coordination, and influencing capabilities.

  • Ability to manage multiple workstreams simultaneously.

  • Strong problem-solving and decision-making skills.

  • High levels of personal ownership and accountability.

Highly Desirable

  • Cyber Security organisational experience (GRC, Security Operations, MSSP models, Security Architecture, Security Engineering, etc.).

  • Experience within multinational organisations.

  • Experience managing transitions across multiple countries and jurisdictions.

  • Experience working with Global Business Services (GBS) organisations.

  • Familiarity with portfolio or PPM tooling.

  • French language skills.
