Working environment:
The humanitarian situation in Ukraine remains critical amid ongoing international conflict. Since the escalation of the armed conflict on 24 February 2022, the destruction of vital civilian infrastructure continues to rise, leading to the destruction of homes across the country and cutting off access to critical services for millions of people. In 2025 in Ukraine, the UN estimates approximately 12.7 million people are in need of humanitarian assistance. Ukrainian refugee numbers abroad stand at about 6,9 million, while 3,7 million people are internally displaced (IDPs) within Ukraine.
The severe damage to critical infrastructure such as hospitals, schools, and water treatment plants has compromised access to clean water, sanitation, and essential healthcare services. Constant and long-lasting disruptions to the power grid have plunged entire regions into darkness, hindering communication and hampering daily life.
With the humanitarian situation in Ukraine being a challenge and may deteriorate further, the International Red Cross & Red Crescent Movement continues mobilising its emergency response mechanisms. Together, ICRC, IFRC, Ukrainian Red Cross Society (URCS) and Partner National Societies (PNSs) are undertaking a coordinated response in contributing to URCS interventions as per One Plan 2023-27 and URCS Strategic Plan 2026-2030.
