FUNCTIONS AND RESPONSIBILITIES
Under the supervision of the Desk Manager for Europe/Ukraine at HQ, the head of delegation main functions are:
- Objective 1: Representing FRC and coordinating its actions in Moldova, with all the components of the Red Cross and Red Crescent Movement, other partners and relevant local actors;
- Objective 2: Ensuring efficient operational implementation and supervision/follow-up of all project activities;
- Objective 3: Ensuring and overseeing the appropriate management of financial and logistics resources, in line with the FRC's procedures and donors' requirements;
- Objective 4: Ensuring the planning, coordination and timely definition/review of FRC positioning and strategy ; as well as efficient resources mobilisation strategies, in order to diversify the portfolio and types of funding;
- Objective 5: Managing and leading the FRC team effectively and dynamically, including the overall security monitoring & management of FRC operations in Moldova;
- Objective 6: Mainstreaming appropriate partnerships and collaborations; and actively contribute to the sustainable development of the Moldovan Red Cross National Society (with a strong focus on organizational development, operational capacities, financial autonomisation and sustainability)
- Objective 7: Ensure that all mission and projects' monitoring, evaluation, accountability, and learning processes are productively implemented
Line manager: Europe Desk Manager
Managing and Operational links:
- Line-management of all FRC international delegates deployed on the mission
- Link with all MRCS national employees seconded to theFRC mission (1 Support Assistant)
Collaborates internally with:
- All relevant FRC International Operations Division Departments (technical and support teams in HQ)
Collaborates externally with:
- The governance and national executive of the Moldovan Red Cross Society
Description du profil
Education :
- Bachelor's or Master's degree in a relevant field (Political Sciences, International Relations, International Development, Social Sciences, etc.)
- Certifying training on project cycle management or equivalent qualification (or demonstrated experience)
Experience & Qualifications:
- A minimum of 3 years of relevant experience in the same type of position
- At least 3 to 5 years' experience in the international humanitarian sector
- Previous experience in project cycle and strategic management positions is mandatory
- Previous experience in partnership management and capacity building, interest for coaching and tutoring is a strong asset.
- Previous experience within the Red Cross Red Crescent movement is a strong asset
- Experience in developing new projects (needs assessment, concept note & proposal writing, budget planning and management, logframe development, etc)
- Experience in donor reporting and financial contract management (experience with French donors is a strong asset)
- Experience in Ukraine and neighboring countries is a strong asset
Competencies

- Substantial experience of strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action
- Extensive knowledge and experience of project planning and budget holding, proposal and report writing
- In-depth knowledge of and extensive experience with donors' grant regulations and reporting requirements.
- Senior leadership experience in strategic development and operational management.
- Familiarity with emergency tools and procedures is an asset
- Excellent command of English is mandatory
- French, Romanian and/or Russian language skills are a strong asset

Conditions of employment:

Working environment:
The French Red Cross had been active in Moldova since 2022 through its delegation office located in Romania within the frame of its regional response to the Ukrainian crisis impacting the neighbouring countries.
Until recently, as per the priorities expressed by the Moldovan Red Cross management, the French Red Cross limited its support to the strengthening of commercial first aid activities, mobilizing neighbouring technical expertise from both the Romanian and Ukrainian Red Cross National Societies as well as guidance from the Global First Aid Resource Centre hosted by the FRC.
Late January 2026, the FRC relocated its delegation in Chisinau, and is currently designing jointly with the MRCS a new project addressing mental health issues and effective referral mechanisms in the country. Other project developments are currently at early design phases, in the area of Organizational Development and institutional strengthening, in alignment with the MRCS and FRC International strategies.
In addition, whilst the FRC is not directly funding any "active" project in Romania since the end of 2025, the FRC Head of delegation will continue to act as focal point towards the Executive Director of the Romania Red Cross, and continue to jointly monitor the humanitarian situation and assess the relevancy to reactivate a potential collaboration between the two national societies.
