General mission of the DMI:

Under the hierarchical supervision of the Head of delegation (HoD) Lebanon/Syria the Logistic NSD/Capacity Building Regional expert will dedicate his/her time equally across Lebanon/Syria and OPT delegations, in agreement and coordination with both HoDs. The technical supervision will be undertaken by the NSD department at HQ level.

TheLogistic NSD/Capacity Building Regional expert will be responsible for providing technical support to the host national societies (HNS) : Syrian Arab Red Crescent (SARC) / Lebanese Red Cross (LRC) and Palestinian Red Crescent Society (PRCS-including PRCS in Lebanon and Syria), on the formulation, implementation and adaptation of their logistic procedure and manuals/policies based on the specific needs of each HNS, reinforce their operationalisation on the ground as well as strengthen capacities of the supply chain and stock management of the health sectors of the HNS.

MISSIONS AND ACTIVITIES

  • Support the NS partners (LRC, SARC, PRCS) in developing their logistics systems and its operationalisation
  • Support the HoDs in strengthening NSD approaches and FRC positioning in the region
  • Capitalise on previous experiences and support the definition of FRC's NSD value proposition in logistics

Reporting relationship: the Logistic NSD/Capacity Building Regional expert is formally under the hierarchical supervision of the HoD of the FRC in Syria/Lebanon while is working in strong coordination with both HoDs of the FRC in Lebanon and Occupied Palestinian Territories.

Operational relationship : The Logistic NSD/Capacity Building Regional expert works under the functional supervision of the National Society Development (NSD) departments at HQ level for periodic reporting and to ensure overall alignment with the regional strategy and FRC's international strategy.

Technical relationship : Logistic NSD/Capacity Building Regional expert collaborates technically and strongly with the both country's logistics coordinators (Lebanon)/ support coordinator (OPT) and with HQ logistics department.

Collaborates internally with:

  • in strong collaboration with the HoDs based in Beirut and Ramallah,
  • Both delegation support services as well as programme department and local team
  • Health regional MENA coordinator
  • HQ logistics, HR, finance departments

Collaborates externally with:

  • National partner societies (LRC, SARC, PRCS) and components of the RCRC Movement including ICRC and IFRC. Regular engagement with other technical and institutional partners, including CGA CGM and other private foundations, Hulo, the Centre of Competence in France, as well as academic institutions.

Qualifications and experience

Master in logistics, supply chain management, Logistics training (Bioforce type or bachelor's degree in logistics), and/or relevant field and experience in a similar position or at least 5 years in a field logistics position

Experiences :

  • Previous experience in supporting local actors in logistics development
  • Prior experience and knowledge in supply chain management
  • Prior experience in working with the Red Cross Red Crescent Movement is mandatory
  • Experience and/or knowledge in communicating with various authorities and partners
  • Minimum 3 years of experience in emergency humanitarian context

  • Excellent level of English required (spoken and written)
  • Fluency in Arabic is an advantage
  • French is an asset

Conditions of employment:

  • Type of status: expatriate
  • Type of contract: Fixed-term contract under French law
  • Per diem: daily per diem which varies according to the country

SPECIFIC CONTEXT OF THE POSITION (regional positions)

  1. Regular field assignments will be necessary (around 50% of time in the field) in order to carry out all of the tasks described above, and in particular to assess current capacities and gaps, provide the necessary technical support, and participate in the ongoing training of teams.
  2. The Logistic NSD/Capacity Building Regional expert will be responsible for the following countries: Lebanon, Syria and Occupied Palestinian Territories. This scope may change depending on developments in HR strategy.
  3. The position is under the hierarchical supervision of the HoD Lebanon/Syria. In the event of disagreement between the various parties involved regarding mission priorities/schedule management, the final decision will be made by the desk (N+2 of the HoDs).

Working environment:

The Middle East region-particularly Lebanon, Syria, and the Occupied Palestinian Territories (OPT)-is characterized by overlapping political, economic, and humanitarian crises that continue to disrupt supply chains, market systems, and the overall logistics environment..

In Lebanon, the severe economic collapse since 2019 has critically weakened public infrastructure and supply-chain functionality. Local markets have become increasingly unstable, with suppliers struggling to maintain stock levels and reliable delivery timelines. Lebanon's role as a host country for a large Syrian and Palestinian refugee population further increases logistical demands on already strained systems. The lingering impacts of the 2020 Beirut Port explosion continue to affect warehousing capacity, port operations, and the reliability of import processes.

In Syria, now in its 14th year of conflict, large-scale destruction of infrastructure has left supply chains fragmented and heavily localized. Logistics operations are shaped by shifting lines of control, multiple administrative systems, damaged transport networks, and frequent access constraints. The availability of local suppliers varies greatly between regions, and security conditions often disrupt movement of goods and personnel. Humanitarian actors face continuous challenges in managing cross-border and cross-line operations, maintaining cold-chain stability, and ensuring timely delivery of essential relief items.

In the Occupied Palestinian Territories (OPT), long-standing conflict and occupation have created a highly restricted logistics environment. In Gaza, recurrent escalations, import restrictions, limited storage facilities, severe restrictions on movement, and chronic shortages of fuel and spare parts have resulted in highly fragile and unpredictable supply lines. In the West Bank, administrative requirements, movement permits, checkpoint delays, and restricted access to certain areas complicate procurement, warehousing, and last-mile distribution. Blockages on the entry of goods, including humanitarian supplies, frequently result in delays that impact program continuity and emergency response.

Across all three contexts, the Logistic NSD/Capacity Building Regional Expert will therefore need to understand and support partners to navigate unpredictable operating conditions, significant access constraints, and highly variable infrastructure capacity.

Strengthening the logistics capacity of the 3 Host National Societies-through developing systems, improving procurement and warehousing processes, reinforcing fleet management, enhancing emergency preparedness, and building the skills of logistics personnel-is essential as it will support a more effective delivery of humanitarian programs in these contexts by the RCRC Movement at large. The technical support provided by the logistics capacity building regional Expert will be delivered only upon request of the NS concerned, in line with existing NS strategic and NSD plans and according to a roadmap decided together. Capacity to build together strategic partnerships with Movement partners, logistics clusters, and humanitarian organizations will also be key as is the ability to work with cultural sensitivity and strict adherence to the humanitarian principles of neutrality, impartiality, and independence.
