Pre-Commissioning and Commissioning (PC&C) Management
The specification defines the conditions the requirements for the subcontracting services
related to Home Office Pre-Commissioning and Commissioning (PC&C) preparation to be
performed by the SUBCONTRACTOR on MARSA EPC Project.
Tentative mobilization at SITE to be considered from Mid-2026 when preparation scope in
Paris is completed.
MARSA LNG : 1 LNG Trains (Electrified, 1.2 mtpa) located in Sohar, OMAN. EPC scope
includes Process unit, utilities, offsites and export facilities. Potential phase 2 with 1
additional LNG Train
SUBCONTRACTOR will perform the following tasks:
The Commissioning Manager is responsible for preparation, planning and execution of
PC&C activities to be executed for MARSA EPC LNG project, in accordance with contractual
requirements, quality standards, allocated budget, project schedule and local regulations.
He/She is reporting to Project Director.
Main duties & responsibilities:
• Organize, plan and manage the execution of the Commissioning activities in the different
phases of the Project in accordance with COMPANY's methodology (OPERCOM) and
secure adequate resources.
• Promote safety & quality to all personnel within his organization.
• Assess project risks. Report any technical finding or potential safety issue to the
hierarchical manager.
• Mobilize selected key personnel to familiarize themselves with the initial development of
Engineering and Procurement and ensure that Commissioning issues are taken into
account early during the Engineering & Procurement phases.
• Development and execution of commissioning work scopes.
• Preparation of all instructions, procedures, manuals, lists and technical supports
necessary for the due execution of the commissioning activities.
• Develop and manage detailed commissioning schedules and budgets for all phases of the
project, including necessary Vendor assistance.
• Ensure timely availability of all temporary equipment necessary for the commissioning
activities.
• Coordinate the Project Commissioning plans and schedules closely with other Packages
(such as ICSS, Telecom, Company items…) and other Project Departments to ensure
PC&C requirements are incorporated in detailed design.
• Champion the transition of Project Focus from "Area" to "System", in close co-operation
with the Completion & Handover Manager.
• Witness of the pre-commissioning activities performed by the Main Construction
Subcontractors to ensure smooth handover at RFC stage;
• Manage all commissioning interfaces.
• Ensure installation and availability on the different worksites of the Completion
Management Systems system as well as necessary training sessions of both
Commissioning group and construction entities personnel when required, in close co
operation with the Completions and Handover Manager;
• Ensure red line/as-Commissioned Documentation is provided;
• Ensure timely implementation of commissioning activities in order to meet the contractual
completion milestones of the PROJECT by closely monitoring the works progress and
implementing corrective and mitigation actions as appropriate should any schedule
slippage trend be identified.
• Highlight any potential work process improvement or relevant lessons learns to improve
quality of the work
Note: The PC&C Manager will work in collaboration with our onshore activity manager. Spot
visit of Sohar worksite in Oman may be considered prior mobilization at site.
Tasks
• Review & comment PFDs, P&IDs and discipline drawings to provide commissioning and
start-up inputs & technical requirements.
• Define Systems List and boundaries drawings to support schedule preparation
• Develop commissioning sequence and work with planning team to build detailed level 3
and 4 PC&C schedules.
• Support subcontracting team in definition/review/administration of site subcontracted
activities Scope of work, Roles, responsibilities and progress.
• Develop project procedures, PC&C method statements and associated Operating
procedures to support commissioning and start-up activities.
• Participate in the supplier clarification process to ensure commissioning and start-up
requirement are considered in design.
• Coordinate with the different disciplines involved in project execution and participate in
key multidisciplinary reviews such as 3D model, HAZOP and PID reviews etc. to ensure
all commissioning requirements are properly addressed in engineering documentation
• Elaborate and develop lists of vendors mobilizations, spare parts, tools, consumables and
temporary equipment to support Execution of PCC activities.
• Prepares / provide inputs to technical workshops and weekly / monthly progress reports of
PC&C activities
• Build up Project Commissioning team and mobilize key personnel at site to perform and
achieve Precommissioning and commissioning tasks execution.
• Mobilize all PC&C disciplines leads to achieve PC&C progress as per plan and coordinate
multidisciplinary operational tests to achieve Plant Ready For Start-up.
• Support client to organize operator training and demonstrate plant performances after
RFSU.
• Support completion and handover manager to ensure smooth transfer of the plant to
client.
REQUESTED QUALIFICATIONS
The services to be performed by The SUBCONTRACTOR require the following skills and
experience:
• Engineer with Master Degree and robust leadership skills
• Field of expertise in Pre-commissioning and commissioning with a minimum of 10 years'
experience.
• Process or operations Background recommended (Min 3 years)
• Must be fluent in English. French speaker would be a plus as client is TOTAL ENERGIES.
• Knowledge of the softwares: MS Offices, PowerBI, PDF or bluebeam, 3D model tools,
Completion tools (Icaps, Easyplant or others). Optional: Process simulations tools
(Hysys, Flarenet…).
• Practical-minded with excellent organization/ leadership and interpersonal skills.
• Must have previous experience on Onshore or Offshore LNG Industry in a similar or
relevant position and segment.
• Must have preliminary site experiences and knowledge to understand risks and
opportunities related to site activities and Simultaneous operations constrains.
