Position in the Organization


The Projects HSE Manager reports functionally to the Head of HSE of Renewable Gases Europe and operationally to the Head of Project Management of Renewable Gases Europe.

Tasks And Responsibilities


Management System:
- Create, update, and communicate RGE HSE process, procedures, and templates, for project execution in compliance with ENGIE Health and Safety Policy and Group Rules.
- Deploy the RGE HSE processes and procedures to RGE project execution activities.
- Contribute to defining the HSE strategy and structuring assumptions for the projects during the pre-construction phase.
- Contribute to the definition of specific instructions for particular operations exposed to major risks.
- Develop Project/Site specific HSE documents and support its implementation.



Stakeholder management, training, and support:
- As the ENGIE One Safety Culture referent coach for the execution disciplines, train all Site Managers, Execution Project Managers, and any other applicable positions to EOSC program (rituals, HSE performance review).
- Participate in HSE ENGIE community and HSE Biomethane community meetings.
- Stablish a positive relation with internal team members and relevant contractors' representatives.
- Provide support to contractors and internal team members for the understanding and implementation of HSE related processes and tools.
- Create training material, and perform formal training sessions and tests.

Control:
- Ensure that there are systems in place to monitor compliance and detect deviations (e.g. Site access control, list of tools and lifting devices with verification date, etc).
- Verify HSE related documentation from suppliers and contractors, to make sure they comply with applicable regulation and ENGIE rules.
- In the event of a lost-time accident, HiPo or specific health and safety event, take the initiative to analyse the causes of the event and help define an appropriate action plan.
- Perform internal and external audits and checks, coordinating the closure of non-conformances.

Reporting:
- Implement follow-up registers and deploy KPI dashboards for HSE monitoring.
- Comply with reporting requirements and deadlines, coordinating the efforts of others and consolidating data as applicable.
- Capitalise on and disseminate project feedback on HSE.

Team management:
- Recruit Project HSE Advisors in line with the growth of the execution team.
- Lead and manage the Projects HSE team.
- Assign HSE resources to project teams, maintaining the line management and performance responsibility.

Location


One of RGE units, with a number of days of teleworking as per local policy, and regular travels to other RGE units and project locations within Europe.

Description du profil

Qualification, Competence and Experience


Degree and experience:
- Health and safety qualification recognized by a reputable enforcing authority (e.g. NEBOSH Level 6, CSP, NVQ Level 6, CSMC, etc.)
- At least 5 years' experience in a HSE role for industrial projects (bioenergy, energy, chemicals, water/waste treatment) in an EPC or contractor organization, preferably on an international scale.
- Several years' of experience in construction sites, developing and implementing construction and commissioning HSE processes and procedures.
- Strong technical knowledge of Health and Safety for construction projects, including risk assessment and auditing. Technical knowledge in environmental management systems would be an advantage.
Languages:
- Ability to work in English, interacting with international teams.
- Knowledge of French will be an advantage.

Presentation of Renewable Gases Europe


RENEWABLE GASES EUROPE (RGE) is ENGIE's business entity responsible for the development of renewable and low carbon gases production in Europe. Since 2015, ENGIE has been developing biomethane production activity. At the beginning of 2023, its portfolio includes 26 plants in operation, of which 19 are self-operated, with a total production capacity of 550 GWh/y @100% and a development pipeline of 1.4 TWh/y.
ENGIE is determined to become a leading player in 1G biomethane in Europe. The ambition is to grow rapidly to reach 10 TWh/y of biomethane production capacity by 2030.
In Europe, outside France, biomethane production projects are already under development in the United Kingdom, the Netherlands, Belgium, Germany, Poland and Italy. Spain, Portugal and Romania are other countries of interest. The strategy is to develop projects, greenfield and through M&A, to inject biomethane into the gas grid or to produce bioLNG.
